Four Plead Guilty in Brooklyn to Conspiring to Support Sri Lankan Rebels

Four people with connections to Sri Lanka pleaded guilty in federal court in Brooklyn on Tuesday to conspiring to provide support to the Tamil Tigers, the separatist rebels whom Sri Lankan troops defeated last month after more than a quarter-century of fighting for a homeland.
The United States attorney in Brooklyn, Benton J. Campbell, said in a statement that the four defendants had raised millions of dollars and obtained weapons and technology for the Tamil Tigers, formally known as the Liberation Tigers of Tamil Eelam, or L.T.T.E. Prosecutors said one of the four defendants, Karunakaran Kandasamy, was the director of the group's American branch.
Prosecutors said two others, Pratheepan Thavaraja and Murugesu Vinayagamoorthy, had been involved in an attempt to bribe an agent posing as a State Department official to remove the L.T.T.E. from the government's list of foreign terrorist organizations.
The government said the L.T.T.E., which dated to the 1970s, had relied on "sympathetic Tamil expatriates" to raise and launder money for the group. The government said, for example, that Mr. Vinayagamoorthy had helped to launder L.T.T.E. money through a Swiss bank to cover a trip to Sri Lanka by a congressman.
In 2006, The Chicago Tribune identified the congressman as Representative Danny K. Davis, a Democrat of Illinois. Last winter, Mr. Davis turned down an offer through an intermediary to discuss taking the Senate seat vacated by President Obama. The offer came from Rod R. Blagojevich, then the state's governor, who had been accused of trying to sell the seat.
Mr. Kandasamy and Mr. Pratheepan, who goes by his first name, face sentences of up to 20 years each. Mr. Vinayagamoorthy and the fourth defendant, Vijayshanthar Patpanathan, face sentences of up to 15 years.
Mr. Kandasamy's lawyer, Charles A. Ross, said his client "has taken responsibility for the actions set out by the government." He said Mr. Kandasamy, 51, had serious health problems, adding, "We're hopeful for a merciful and lenient sentence."
Mr. Vinayagamoorthy's lawyer, Michael Anthony Marinaccio, said he had no comment. Mr. Pratheepan's lawyer, William Stampur, and Mr. Patpanathan's lawyer, Susan G. Kellman, did not return calls Tuesday night.
Prosecutors said Mr. Kandasamy had laundered money through a charitable front organization called the Tamil Rehabilitation Organization. They said Mr. Patpanathan had helped with that effort.
Mr. Thavaraja was accused of buying weapons for the Tamil Tigers, including anti-aircraft guns, automatic rifles and grenade launchers, along with ammunition and explosives. The government said a spreadsheet on Mr. Pratheepan's laptop computer listed $20 million worth of arms as "priority" purchase items.
The State Department designated the Tamil Tigers as a foreign terrorist organization in 1997, and the government opened a wide-ranging investigation into its actions in this country in 1999. Three of the four defendants were arrested in 2006.

Prabhakaran tortured before being killed: report
Tamil Tigers leader Velupillai Prabhakaran was tortured by the Sri Lankan military before being killed, a leading human rights body said
in a report released on Wednesday.
The University Teachers for Human Rights (UTHR) quoted high-level military sources as saying that Prabhakaran was tortured in the presence of "a Tamil government politician and a general".
The torture, it said, took place probably at the headquarters of the army's 53 Division, which battled the Liberation Tigers of Tamil Eelam (LTTE) before crushing it last month.
"Several army sources have said that Prabhakaran's (younger) 12-year-old son Balachandran was killed after capture. Our (sources) said that he was killed in front of his father," said UTHR, which has always been critical of excesses both by the military and the LTTE.
"These sources added that this information is correct unless officers at the highest level are fibbing to one another.
"Our sources in addition to several others have said that all the LTTE persons remaining in the NFZ (No Fire Zone) were massacred," it added in a 48-page report, an advance copy of which was made available to IANS.
Sri Lanka announced May 18 that Prabhakaran, founder leader of the LTTE, was killed in a lonely coastal stretch in the northeastern district of Mullaitivu where the Tigers had massed their forces before going down. His body was put on display, placed on a stretcher, the back of the head blown off.
Sri Lankan minister Vinayagamurthy Muralitharan alias Karuna, a former confidant of Prabhakaran, had told IANS that the LTTE chief was shot dead with 18 of his guards.
Prabhakaran's death marked the end of the LTTE's dragging conflict that claimed 90,000 lives since 1983.
UTHR said: "Information seeping into the public domain from within the army points to capture or surrender, but the official responses dismissing this are a rehash of stories that public no longer finds credible. It is left to an impartial enquiry to answer this and related questions."
UTHR pointed out that the government was evasive about the fate of Prabhakaran's wife Mathivathani.
It quotes a brigadier as saying: "We had to look for Prabhakaran's body because the world was interested in seeing it. But the body of his wife is not of any importance to us."
The UTHR report said: "That would be the fate of the unknown hundreds of civilians and militants killed in those last days (of fighting)."
According to the report, among the LTTE leaders who surrendered to the army included Baby Subramaniam, a member of the group since 1976 and one of Prabhakaran's oldest associates.
Others reportedly now in government custody included former eastern province political leader Karikalan, former spokesman Yogaratnam Yogi, former head of the LTTE international secretariat Lawrence Thilakar, political advisor V. Balakumar, Jaffna leader Ilamparithi and Trincomalee political leader Elilan.

தமிழ் மக்களின் இன்றைய நிலைக்குத் தமிழ்த் தேசியக் கூட்டமைப்பே பொறுப் பேற்க வேண்டும் என்று தமிழர் விடு தலைக் கூட்டணித் தலைலர் வீரசிங்கம் ஆனந்தசங்கரி விடுத்த அறிக்கை நேற்றைய பத்திரிகைகளில் வெளியாகியிருந்தது. அந்த அறிக்கையில் சொல்லப்பட்டுள்ள விடய ங்கள் அத்தனையும் உண்மையானவை.
புலிகளின் தவறான செயற்பாடுகள் காரணமாகத் தமிழ் மக்கள் மிக மோசமான பாதிப்புக்கு உள்ளாகியிருக் கின்றனர். கிட்டத்தட்டப் படுகுழியில் தள்ளப்பட்ட நிலையிலேயே இன்று தமிழ் மக்கள் உள்ளனர். புலிகளின் தவறான செயற்பாடுகள் அனைத்துக்கும் பக்கத்துணையாக இருந்த காரணத்தி னால் தமிழ் மக்களின் இன்றைய அவல நிலைக்குத் தமிழ்த் தேசியக் கூட்டமைப் புத் தலைவர்கள் பிரதான பொறுப்பாளி கள் ஆகின்றனர்.
யுத்தத்தின் இறுதி நாட்களில் புலிகள் தமிழ் மக்களைப் பணயக் கைதிகளாகத் தடுத்து வைத்திருந்த வேளையில் கூட இவர்கள் மக்களின் நலனில் சிறிதளவேனும் அக்கறை செலுத்த வில்லை. புலிகளின் நலனிலேயே கவன மாக இருந்தார்கள்.
தமிழ் மக்களின் இழப்புகளுக்கும் அழி வுகளுக்கும் புலிகளுடன் சம பங்காளிக ளான தமிழ்த் தேசியக் கூட்டமைப்பினர் மீண்டும் இம் மக்கள் மத்தியில் அரசியல் நடவடிக்கையில் ஈடுபட வேண்டுமானால் தங்களின் கடந்த கால மக்கள் விரோத செயற்பாட்டுக்குப் பகிரங்கமாக மன்னிப் புக் கேட்பதோடு மக்களுக்கு நன்மை பயக்கக் கூடிய நடைமுறைச் சாத்திய மான அணுகுமுறையைப் பின்பற்ற வேண்டும்.
தமிழ் மக்கள் அளப்பரிய அழிவுகளுக்கும் இழப்புகளுக்கும் முகங் கொடுத்ததற்கும் அவர்களின் அரசியல் போராட்டம் பல தசாப்தங்கள் பின்தள்ளப் பட்டதற்கும் பொறுப்பாளிகள் என்ற வகையில் தமிழ்த் தேசியக் கூட்டமைப் புத் தலைவர்கள் அனைவரும் தமிழ் மக்கள் முன் குற்றவாளிகளாகவே உள்ள னர்.
தமிழ் தேசியக் கூட்டமைப்புத் தலை வர்கள் தங்கள் குற்றத்தை ஒத்துக்கொண்டு தங்களைத் திருத்திக் கொள்வார்கள் எனக் கருதுவதற்கான அறிகுறிகள் எதுவும் இதுவரை தென்படவில்லை. இந்த நிலை யில் இவர்கள் அரசியலிலிருந்து முழு மையாக ஒதுங்குவது தான் தமிழ் மக்களுக்குச் செய்யும் மிகப் பெரிய சேவையாக இருக்கும்.
ஒரு பாராளுமன்ற உறுப்பினர் யாழ்ப்பாண த்தில் ஆதரவு திரட்டும் முயற்சியில் இறங்கியிருக்கின்றார். இன்னொருவர் ஜனநாயக தமிழ்த் தேசியக் கூட்டமைப் புடன் கூட்டணி அமைப்பதற்குப் பகீர தப் பிரயத்தனம் செய்கின்றார்.
கூட்டணி அமைந்துவிட்டது எனப் பொய்யான செய்திகளைப் பத்திரிகைகளுக்குக் கசிய விடுவதுடன் இவரது முயற்சி முடிந்து விட்டது. ஜனநாயக தமிழ்த் தேசியக் கூட்டமைப்பிலுள்ள மூன்று கட்சிகளும் தமிழ்த் தேசியக் கூட்டமைப்புடன் எவ்வித உறவும் வைத்துக்கொள்வதில்லை என்று பகிரங்கமாக அறிவித்துவிட்டன.

தமிழ் மக்களின் இன்றைய நிலைக்குத் தமிழ்த் தேசியக் கூட்டமைப்பே பொறுப் பேற்க வேண்டும் என்று தமிழர் விடு தலைக் கூட்டணித் தலைலர் வீரசிங்கம் ஆனந்தசங்கரி விடுத்த அறிக்கை நேற்றைய பத்திரிகைகளில் வெளியாகியிருந்தது. அந்த அறிக்கையில் சொல்லப்பட்டுள்ள விடய ங்கள் அத்தனையும் உண்மையானவை.
புலிகளின் தவறான செயற்பாடுகள் காரணமாகத் தமிழ் மக்கள் மிக மோசமான பாதிப்புக்கு உள்ளாகியிருக் கின்றனர். கிட்டத்தட்டப் படுகுழியில் தள்ளப்பட்ட நிலையிலேயே இன்று தமிழ் மக்கள் உள்ளனர். புலிகளின் தவறான செயற்பாடுகள் அனைத்துக்கும் பக்கத்துணையாக இருந்த காரணத்தி னால் தமிழ் மக்களின் இன்றைய அவல நிலைக்குத் தமிழ்த் தேசியக் கூட்டமைப் புத் தலைவர்கள் பிரதான பொறுப்பாளி கள் ஆகின்றனர்.
